Project Overview:

TROJENA (The Mountains of NEOM) will be an iconic, world-class destination, blending natural and developed landscapes and will offer unique experiences for residents and visitors alike. Located in the northwest of Saudi Arabia in the region of Tabuk just 50km from the coast, TROJENA will be a destination like no other on earth. Based upon the principles of eco-tourism facilities will include a folded vertical village, a lake with water sports and event facilities, high altitude ski village, observatory, world leading health and wellbeing facilities and a nature reserve which will be home to unique wildlife, heritage sites and exploration opportunities.

With over 3,600 hotel, 2,200 homes, 9 iconic buildings and 100 world class indoor and outdoor experiences Trojena will become the ultimate mountain destination. Bechtel will provide a full range of project management services to assist the delivery of this iconic destination.

Job Summary:

  • Works within the Core Project Controls Team, responsible for leading a small team;
  • Overall oversight of Services, Organization and Staffing and Finance for the Project;
  • Takes the lead in all internal Bechtel reporting to the business;
  • Responsible for developing and maintaining strong relationships with the customer and Bechtel Senior Leadership Team for all staffing aspects;
  • Supports the Project’s staffing and recruitment efforts, coordinating with HR, Functions and Project;
  • Takes the lead in the implementation, administration and maintaining project cost control system to track project budgets, commitments, expenditures and forecasts;
  • Ensures accurate, effective and reliable cost assessments for project control;
  • Ensures compliance with cost control procedure in the execution of project activities

Major Responsibilities:

 

  • Reviewing and understanding all relevant project documents relating to cost control of allocated projects;
  • Reviewing project timesheets and the allocation of job hours against pre-approved work orders or estimated hours at completion on a timely manner;
  • Reviewing payment application or invoices and making recommendation;
  • Establishing project control budgets based on approved project cost estimate;
  • Reviewing cost commitment and expenditure information for input to computerized cost control and reporting system;
  • Producing cost status reports and advising management of any forecast cost overruns;
  • Maintaining accessible cost control registers and dashboards;
  • Assists in the preparation and review of Company estimates;
  • Assures value for money on all Neom services, Works and materials procurement;
  • Follows project cost control objectives and KPIs;
  • Performs any other duties as directed by the Project Controls Director or Project Director;
  • Preparation of monthly and quarterly Finance reports, including multiple currency analysis, cashflows, hedge program, earnings methodologies, cost and revenue etc.;
  • Assists with Prime Contract Management for Bechtel Project Services, including unit rate inflation and Key Personnel;
  • Responsible for Trend and Risk Management Programs in relation to Bechtel Services on the Project;
  • Management of the Project’s Organization and Staffing plans;
  • Coordinates and collaborates with various teams to support and deliver all of the Project’s internal reporting e.g. Monthly Dashboards, Briefing Papers, Quarterly Updates etc..

Education and Experience Requirements:

  • 10 to 15+ years’ showed experience in project cost control or a related area;
  • 3+ years in project cost control position in a large company;
  • Experience in KSA/GCC region (highly recommended);

Required Knowledge and Skills:

 

  • Knowledge of Project and construction market in terms of contractors, suppliers and cost management;
  • Knowledge/experience in project cost control engineering and quantity surveying;
  • Knowledge of various type of estimates and methods;
  • Knowledge of accounting and budgeting principles and requirements;
  • Comprehensive knowledge of international cost management standards e.g. CSI Master Format, BCIS, GIFA;
  • Knowledge of ASTM E2516-11 Standard Classification for Cost Estimate Classification System, AACE International Recommended Practice;
  • Knowledge of Cost Estimation, Cost Management, Project and Document Management Software such as Aconex, OpenText, Newforma etc.;
  • Strong communication, leadership, planning and organization skills;
  • Excellent analytical skills with ability to assess large and complex data and worksheets, and;
  • Proficiency in English (required)
  • Bachelor’s Degree in Quantity Surveying, Engineering, Project/Construction Management or related fields;
  • Master’s Degree in Business Administration, Engineering, Quantity Surveying, Economics or related field (advantage), and;
  • Chartered Quantity Surveyor / Membership in professional associations e.g. AACE, RICS or similar (advantage).
