Job Summary:
Located at various Bechtel permanent office locations, the incumbent plans, manages and coordinates Procurement Activities on Assigned Project. Prepares and participates on behalf of Procurement in presentations made to potential customers. Maintains a primary interface with Project Manager, Project Management Team (PMT) and the customer on all procurement matters.
Job Dimensions:
- Supervision Received Reports to and receives operational direction from Project Manager/SCM
- At jobsite locations, reports to and receives direction from Site Manager.
- Receives functional guidance from Manager of Procurement and Contracts, India Office
- Supervision Exercised Provides supervision to assigned Procurement personnel
- Contacts Maintains working relationships with members of project team and ensures that they are correctly informed regarding procurement activities, status of materials and equipment.
- Maintains working relationships with the customer personnel to ensure procurement actions are consistent with customer/project goals
- Maintains contact with other Services (e.g., Legal, Finance etc.) as needed to ensure securing their advice and guidance in their areas of expertise, within the area of Procurement’s scope of responsibility.
- Maintains contacts relationship with applicable Business Unit Supply Chain Functional Management.
- Maintains relationships with strategic supplier personnel
Major Responsibilities:
- Participates with the project team in defining and developing the scope of Procurement Work and in preparing and coordinating Procurement Plans, procedures, schedules, forecasts, budget and monitors them.
- Participates in the development of material assignment schedules and division of responsibility matrix.
- Prepares, coordinates and submits procurement inputs for proposals
- Coordinates Procurement inputs to the preparation and/or modification of the project’s prime contract. Prepares and/or directs preparation of general, special, and pricing conditions of the master Purchasing pro-forma documents
- Assures that project purchasing of equipment and materials is consistent with Bechtel Directives, Management Instructions, and Procurement Procedures.
- Directs negotiations and supports in resolution of commercial conditions of purchases
- Prepares Procurement workhour requests with the assistance of functional personnel. Monitors project Procurement workhour expenditures to ensure operations are within approved budgets. Evaluates changes, prepares appropriate revisions to the workhour budget and secures required approvals.
- Develops, coordinates and make procurement presentation to project and/or customer personnel
- Coordinates Procurement execution plan with Engineering and Construction plans and start/up commissioning and operations
- Reviews commitment approvals and execution signature authorities and ensures commitments are made in accordance with organization’s policies and procedures.
- Monitors and evaluates project procurement status and ensure timely publishing of procurement metrics to project and customer as applicable
- Indoctrinates newly assigned Purchasing personnel to the requirements and procedures of the corporate, global business unit, project, and client. Monitors personnel to ensure they receive appropriate training and development to satisfy job performance criteria and company personnel development objectives.
- Monitors and evaluates performance of team members. Evaluates, advises and acts to assure the availability of and the participation of team members in development techniques to support career enrichment and growth
- Provides recommendations for annual salary plans to responsible functional manager
- Plans and directs the orderly close out of procurement operations, including de-staffing, settlement of claims and back-charges and resolving punch list items assigned to procurement.
- Provide inputs for trends, claims within the procurement scope of activities.
In addition to above responsibilities, as applicable, shall be responsible for following when in Project Management Consultant role:
- Prepares PMC’s work procedures for monitoring of EPC Contractor’s activities on pre order / post order management, Material Control plan and Inspection coordination.
- Reviews EPC contractor execution plan and provides recommendations.
- Analyzes and recommends to owner EPC’s contractor’s requests for new vendor qualification and approval
- Carries out periodic audits in EPC Contractor’s work to ensure adherence to laid down procedures.
- Monitors and ensure that EPC contractor fulfill its obligations in accordance with signed contract.
- Raises early flag to Customer about EPC contractor performance issues, if any.
- Certifies procurement progress of EPC Contractor for milestone-based payments.
Education and Experience Requirements:
- A bachelor’s degree in engineering from a reputed University or equivalent experience with 15+ years of industry experience in commercial and materials management aspects of procurement of major equipment and bulk materials for Energy Sector (Petrochemical, Oil and Gas).
- Post-graduate specialization in Supply Chain Management preferred.
- Experience in both EPC execution and PMC will be an added advantage.
Required Knowledge, Skills, and Abilities:
- Proficient and experienced in purchasing and/or expediting function with good knowledge of Supplier Quality and Logistics functions for in both EPC and/or PMC roles for the complete life cycle of a project.
- Working knowledge of Engineering, Construction and Quality Procedures
- Experienced in project planning and operations including both office and jobsite locations
- Experienced in the management or supervision of personnel including defining tasks, making work assignments and evaluating performance
- Hands in experience in handling both Domestic and International projects in leadership position.
