Project Overview:

Mining and Metals: 

Increasing production of critical minerals provides key components of clean energy technologies, from wind turbines to batteries. This shift to clean energy—and the need for commodities—is critical to underpinning the energy transition. At Bechtel, our teams extract these vital resources to support net zero in a way which is more sustainable than ever before.

Job Summary:

In this role, you will provide knowledge, experience, training and advisory support in pre-commissioning, Commissioning, commissioning and energy isolation and Blocking (LOTO) management processes. You will be responsible for coordinating, developing and implementing isolation strategies to ensure the safe execution of construction, pre-commissioning, Commissioning, commissioning and operation activities. He will participate in the planning and preparation of works, coordination of deliveries (turnover), materials management, quality control, safety, occupational health and environment, acting as a technical reference in matters of insulation and blocking, work permits and energy control. 

Major Responsibilities:

General 

• Ensures support of basic Startup Specialist duties of installation configuration validation and work package development 

Work Planning & Packaging 

• Schedules and assists with planning of CSU execution activities including sequence and resource requirements for assigned areas of responsibility 
• Prepares Startup Work Packages and Test Work Packages for assigned areas of responsibility 

Turnover Coordination 

• Participates in Construction to CSU turnover walkdowns for assign areas of responsibility 
• Liaises with the Field Engineer as required to support component/system turnover 

Material Mgmt. & Quantities 

• Initiates requisitions for field purchases and prepares quantity takeoffs of field purchased material and equipment 
• Tracks field purchases and other purchases required for CSU using procurement systems or other database programs as required 

Quality Control 

• Performs walkdowns to validate that the system configuration is in accordance with the design 
• Performs and/or monitors testing of equipment to assure conformance with specifications and compliance with test procedures, that work methods are undertaken safely and activities are supported to meet schedule and cost 

ES&H 

• Identifies and elevates ES&H issues in the field and is a visible ‘walk the talk’ leader in good ES&H practices 

Education and Experience Requirements:

• Requires a professional or technical training in Execution Engineering, Electrical, Mechanical, Instrumentation, Processes or other related discipline. (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience
• Relevant experience in Construction, Pre-Commissioning, Commissioning, commissioning or Operations. As a reference for the level of the position, professional degree, electrical, mechanical engineer, etc. is required; with a minimum of 5 years of relevant experience.
• Verifiable experience of at least 5 years in mining or industrial facilities of comparable complexity, with direct participation in energy isolation and blocking activities.
• Experience in drafting, reviewing, approving and implementing insulation plans, work permits, LOTO arrays, zero energy testing and safe system release or restoration.

Required Knowledge and Skills:

Technical knowledge

• Mastery of the principles and procedures of hazardous energy management, isolation and blocking (LOTO), including the identification of energy sources and zero energy verification.
• Knowledge of Construction processes, Pre-Commissioning, Commissioning, energization, commissioning and system transfer (turnover).
• Ability to interpret drawings, unilinear diagrams, P&IDs, data sheets, manufacturer manuals, insulation matrices, test procedures and technical documentation of the project.
• Knowledge of electrical, mechanical, hydraulic, pneumatic and process insulation methods as well as applicable work permits, risk analysis and critical controls.
• Knowledge of planning and preparation of CSU activities, including work sequences, resource requirements, work packages and coordination of interfaces between Construction, CSU and Operations.
• Management of records and document control systems to ensure the traceability of permits, blockages, restorations, tests, energy releases and pending systems.

Key skills

• Visible leadership in safety, technical judgment and ability to stop or escalate activities when isolation or risk control conditions are not adequate.
• Ability to plan, multi-disciplinary coordination and problem solving in the field, especially during simultaneous activities, testing, energizations and configuration changes.
• Effective communication and ability to train, advise and influence own staff, contractors, vendors and Operations representatives.
• Thoroughness in document review, record keeping and field verification, with a focus on quality, compliance and traceability.
• Ability to work under pressure, manage priorities and make confident and timely decisions in high-demand operational environments.
