SUMMARY OF DUTIES:
Amtrak’s Penn Station – New York (PSNY) is the busiest transportation facility in the Western Hemisphere, serving over 600,000 passengers per day. PSNY consists of 21 tracks, fed by (7) tunnels and connects to (2) subway stations. The complex was expanded to include the Moynihan Train Hall in 2021. Amtrak’s PSNY Renewal Program intends to build upon the success of Moynihan through a full renovation of the existing PSNY ($6.5B Reconstruction) as well as increasing the capacity of PSNY by adding between 9 and 12 tracks ($10.5B Expansion) via the Gateway Program. All told, the Renewal Program will completely redefine one of America’s major transportation hubs and a New York City landmark. The Capital Construction – PSNY Department is responsible to execute this Renewal Program through design and construction, as well as support all other ancillary construction projects in and around PSNY, either Amtrak Capital or Third Party. 

 

Under the direction of the Senior Manager Capital Construction, Penn Station New York, the successful candidate will execute all aspects of construction project management for design and construction projects. The incumbent will also interface with a diverse array of internal and external stakeholders. The Manager Capital Construction provides project leadership and guidance for achieving best practices in construction management and project delivery methods. The incumbent is responsible for assisting the Senior Manager to provide support in delivering projects that provide improved system safety and security, state of good repair, facility upgrades and enhancements, third party project support and system expansions. In addition, the incumbent coordinates the in-house construction efforts of the program within Amtrak-owned and/or maintained facilities and right-of-way.

 

ESSENTIAL FUNCTIONS:
• Lead project management team and dictate required resources. Has the overall responsibility for the planning, coordination Integration, execution and tracking of individual PSNY Projects.
• Responsible for project management functions including design, review resource planning, provide information for scheduling and integration, implementation, cost control, reports and closeout with respect to design and construction of all PSNY projects, including the Penn Stations Reconstruction, Penn Station Expansion, and various other Capital Improvement/SOGR Projects, Tenant Fit-Outs and related third party projects as directed by the Senior Project Manager.
• Responsible for the implementation of technical standards, policies, and procedures related to a specific discipline.
• Responsible for the development, planning, budgeting, coordination, and scheduling of resources required to accomplish construction of the PSNY Construction Program
• Ensures effective utilization of Amtrak Program Management staff and force account labor.
• Builds and maintains relationships with internal/external customers to accomplish objectives and provide effective communication.
• Assist with the planning of PSNY projects to ensure the efficient use of resources and adherence to Amtrak’s business plan.
• Assist with development of scope, schedules, estimates and cost-control measures for both short and long-term resource planning relating to the PSNY Construction Program
• Manages the oversight of project budgets.
• Thorough understanding of SSSWP Requirements and SSSWP approval process to ensure timely approval to maintain construction contractor and project schedule 

MINIMUM QUALIFICATIONS:
• Prior satisfactory job performance required.

• Bachelor’s degree or relevant working experience, training, or certifications in lieu of a degree.
• Must have extensive railroad industry experience or relevant experience (e.g.,/ construction and field production methods, operations and procedures) sufficient to plan and direct activities
• Demonstrated project management and supervisory experience.
• Demonstrated planning, scheduling, budget, and finance/cost control experience.
• Knowledge of FRA regulations, OSHA requirements, and other federal, state, and local regulations and standards sufficient to ensure compliance.
• Experience demonstrating skill using PC-based word processing and spreadsheet software (e.g., Word, Excel) sufficient to prepare correspondence and manage budget.
• Demonstrated ability to work under tight time constraints, pressure, and multiple priorities.

 

PREFERRED QUALIFICATIONS:
• 7 years relevant experience required. 

 

MIMINUM KSA (Knowledge, Skills, and Abilities):
• Extensive construction project management and supervisory experience.
• Knowledge of Amtrak policies, NORAC operating rules, RWP, AMT2, and MW1000 sufficient to ensure compliance.
• Knowledge of applicable labor agreements sufficient to ensure compliance.
• Strong interdepartmental leadership with the ability to identify problems and develop solutions.
• Extensive experience in railroad maintenance and construction.

COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.

 

The salary/hourly range is $113,200-$146,664. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
