Job Summary:

The Heavy Equipment Qualification Program Manager serves as the corporate owner of Bechtel’s Heavy Equipment Operator Qualification Program. The position is responsible for establishing, implementing, governing, and continuously improving qualification standards and processes for heavy equipment operators across all applicable projects.

The role serves as the enterprise subject matter expert for operator qualification requirements and works closely with Workforce Development, Construction Operations, Equipment Operations, project teams, and external certification organizations to ensure qualification standards are consistently applied throughout Bechtel projects. Responsibilities include management of Heavy Equipment Operator Evaluators (HEOEs), approval of qualification deviations, and oversight of qualification compliance.

Major Responsibilities:

  • Manage and govern the Bechtel Heavy Equipment Operator Qualification Program.
  • Develop and maintain enterprise qualification standards and requirements.
  • Appoint and authorize Heavy Equipment Operator Evaluators (HEOEs).
  • Ensure qualification requirements are consistently applied across projects.
  • Review and approve requests for qualification deviations.
  • Establish qualification assessment methodologies and procedures.
  • Engage with industry associations and testing organizations regarding qualification requirements and trends.
  • Support project startup and implementation of qualification programs.
  • Conduct qualification program audits and compliance reviews.
  • Provide guidance to project teams regarding operator qualification requirements.
  • May oversee Verification of Competency (VOC) and Competency to Operate (CTO) programs.
  • Track program performance metrics and identify improvement opportunities.

Education and Experience Requirements:

  • Requires bachelor’s degree (or international equivalent) and 10-13  years of relevant experience or 14-17 years of relevant work experience in lieu of degree.
     

Required Knowledge and Skills:

  • Significant experience in heavy equipment operations, equipment management, construction workforce development, qualification programs, or competency management.
  • Experience developing, implementing, administering, or governing workforce qualification programs.
  • Experience in evaluating operator competency, certifications, and qualification requirements.Experience supporting large industrial, infrastructure, energy, mining, manufacturing, semiconductor, LNG, or nuclear construction projects.Experience leading cross-functional initiatives without direct supervisory authority.
  • Expert knowledge of heavy equipment operation principles, qualification standards, and competency evaluation methodologies.
  • Knowledge of industry certifications, credentialing processes, and compliance requirements.
  • Ability to establish, interpret, and enforce qualification standards across multiple project environments.
  • Ability to evaluate complex qualification issues and exercise judgment regarding deviations and exceptions.
  • Demonstrated ability to engage with industry organizations, testing agencies, and external stakeholders.
  • Knowledge of Verification of Competency (VOC) and Competency to Operate (CTO) processes.
  • Ability to influence project leadership and functional organizations.
  • Strong auditing, assessment, and compliance management skills.
  • Excellent communication and presentation skills.
  • Ability to travel regularly to support project implementation and program governance activities.
