Project Overview

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

 

UPF is a multi-year, multi-billion dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

 

 

The UPF project currently works on a 4X10 work week schedule. Start times are flexible but the standard work week is: Monday – Thursday from 6:00 am to 4:30 pm or Tuesday – Friday from 6:00 am to 4:30.

There is the potential to work overtime (including weekends) to support project needs.

 

Position Summary

Responsible for assisting in the integration of specialized environmental requirements into the planning, permitting, design, and construction of Bechtel projects. Has responsibility for interpreting specialized requirements, evaluating and applying specialized scientific principles, and formulating scopes of work, plans, and methodologies suitable for achieving the desired objectives. Provides technical assistance to other Environmental Services (ES) Scientists/Engineers. May be assigned as an assistant project environmental lead or environmental coordinator/inspector.

 

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

 

Job Dimensions

Supervision Received

  • Receives technical and administrative supervision from the Manager of Environmental Services, Environmental Services Manager, Principal Environmental Scientist/Engineer, or supervisory Senior Environmental Scientist/Engineer. If assigned full-time on a project, receives supervision and work assignments from the Project Environmental Services Supervisor or Project ES&H Manager.

Contacts

  • Maintains relationships with internal Bechtel organizations (e.g., Engineering, Construction, and Subcontracts), customer, and contractor/subcontractor representatives to coordinate technical/scientific issues and implementation of ES functions into project proposals, designs, and construction plans.
  • Maintains contact, as appropriate, with government regulatory and resource agencies to obtain current information on new regulations, program initiatives, and technical requirements and standards.
  • Maintains contact with other ES personnel (e.g., Project Environmental Lead) to keep them informed of changing requirements and to provide technical assistance.
  • Maintains contact with professional colleagues and organizations in government, industry, and universities to keep abreast of advancements in the discipline field (e.g., wetlands mitigation, biological/ecological planning and mitigation, erosion and sediment control, air emissions monitoring, water quality, contaminated property remediation).

 

Responsibilities:

  • Provides technical support to feasibility studies, site assessment studies, and ES&H Policy 111 reviews.
  • Provides specialized environmental input to Engineering, Construction, and Subcontracts, thus ensuring that environmental requirements are integrated into project planning, design criteria, construction plans and specifications and subcontracts.
  • Participates in meetings with customers, project team members, and contractors/subcontractors to advise them of specialized environmental requirements that may affect project design, construction schedule, and cost.
  • Responsible for drafting Environmental Compliance Plans, Construction Environmental Control Plans (CECP), project specific mitigation plans (e.g., wetlands mitigation, cultural resources protection plan), and technical reports.
  • Conducts environmental compliance inspections of project construction activities to monitor compliance with environmental requirements including contractual commitments, permits, the project’s CECP, and mitigation plans.
  • May be assigned as an Assistant Project Environmental Lead or Environmental Coordinator/Inspector on a small project.

 

Qualifications and Skills

Basic Qualifications

  • Bachelor’s degree in a specialized scientific field (e.g., wetlands biology, meteorology, forestry, and archeology) or environmental/civil engineering, or in lieu of a degree, 6 years of relevant work experience.
  • Must be a US citizen.
  • Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education
  • Must be able to obtain site security badge for access to work site.

 

Minimum Qualifications

  • Some experience in environmental monitoring and/or compliance inspection during construction.
  • Skilled in oral and written communication and knowledge of computer applications.         

 

Preferred Qualifications:

  • Specialized knowledge in a field of science (e.g., meteorology, ecology, biology, forestry, wetlands, archeology), engineering (e.g., civil, environmental, mechanical) or related disciplines.
  • Knowledge of environmental management, monitoring and mitigation systems, principles, and methodologies.
  • Knowledge of environmental laws and regulations and resource agencies’ permitting processes and responsibilities.
  • Knowledge of engineering, construction, and subcontract work processes.
