SUMMARY OF DUTIES:
The Director, Portfolio Management is a member of the PMO leadership team, responsible for managing and controlling a moderate-size portfolio of projects and programs aligned to specific enterprise strategic objectives within a larger enterprise or functional PMO. This position may include management of the enterprise portfolio governance process, analysis of portfolio investments, and reporting to enable effective decision making and delivering business value for Amtrak. Individuals in this position have direct reports and significant decision-making authority within prescribed parameters of the portfolios they manage.

 

ESSENTIAL FUNCTIONS:

  • Collaborates with internal stakeholders, regulators, and vendors to facilitate appropriate reporting and consolidation of relevant data sources to enable executive decision support framework.  
  • Partners closely with business partners to analyze new projects and readiness for governance decisions and provides transparency of portfolio investments.  
  • Supports the intake process of projects through the governance process and manages the financials of the portfolio of work, monitors actuals and works with the project managers to review forecasting against budgets.  
  • Hires, coaches, and mentors project management staff, and ensures the team’s adherence to and input into the enterprise project management methodologies and standards.  
  • Facilitates the enterprise governance process and high visibility project status review meetings for executive audiences.  
  • Manages portfolio management artifacts, decisions, communications, metrics, and reporting.  
  • Develops and maintains processes and procedures, standards, and other key artifacts to enable appropriate enterprise-level project management methods and disciplines.  
  • Builds strong relationships within Amtrak to understand the business challenges and opportunities.  
  • Creates a collaborative partnership among executive leaders and portfolio stakeholders and enables resource demand planning, change management, and project pipeline planning decisions.  
  • Supports the creation of project management best practices, tools, and ways for Amtrak to drive efficiency to reduce costs and add value.  
  • Collaborates with other PMO leaders across the enterprise to build consensus and align portfolio dependencies.  
  • Adheres to Amtrak Enterprise Project Management methodology and standards. 
  • Attends regularly scheduled meetings on behalf of the Senior Director when they are not available. 

 

MINIMUM QUALIFICATIONS:

  • Mastery of project and portfolio management skills (project intake, resource demand planning, budget management). 
  • Expert-level skills in construction cost estimating and scheduling. 
  • Experience managing cross-functional programs/portfolios with total costs more than $50M. 
  • Strong focus on collaboration, team building, and customer service. 
  • Demonstrated skill running effective meetings and getting buy-in and participation from executive leaders. 
  • Effectiveness working diplomatically across teams with varying objectives.  
  • Strong oral and written communication skills across all levels  
  • Ability to organize and present project portfolio reports, proposals, and other related portfolio information. 
  • Facilitate governance, project reviews, steering, and other project related meetings. 
  • Ability to effectively prioritize and execute tasks while under pressure.  
  • Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project), MS SharePoint.  
  • A minimum of 11 years relevant work experience with Bachelor’s degree or any combination of relevant education and work experience.   
  • PMP certification in good standing.  
  • Must have work authorization in the United States.  
  •   

 

PREFERRED QUALIFICATIONS:

  • 13+ years of relevant experience preferred. 
  • Graduate degree. 
  • Enterprise PMO/Portfolio delivery and/or governance experience. 
  • PgMP, PfMP certification. 
  • Transportation industry experience is a plus.  

 

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

 

The salary/hourly range is $163,000-$211,140. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
