SUMMARY OF DUTIES:

 

This position is for the major capital improvements included in Amtrak’s Capital Delivery Infrastructure group, including the East River Tunnel Program.  This program will modernize and transform a critical section of the Northeast Corridor. The Director Capital Construction – Commercial will play a pivotal role in the success of these programs, and in collaboration with project leadership, will oversee and coordinate all the commercial activities of the program, including procurement and execution of all contracts, contract management, and contract changes, and will oversee procurement of material to support Amtrak force account work. The Director Capital Construction – Commercial will developing negotiating strategies and analyze recommendations provided by project management consultants and will be responsible to monitor, manage, and report on the program and commercial risks that could impact the safe, on-time, and on-budget delivery of the program. The Project Director will collaborate with a diverse team consisting of direct, matrixed and consultant contract and procurement practitioners.

 

 

The Director Capital Construction – Commercial will also plan and direct project work across all dimensions and be accountable for project outcomes. Individuals in this role use advanced knowledge of project management processes and controls to accomplish project objectives by planning and evaluating project activities. This role will be responsible for managing direct reports or matrixed subordinate team members. The role requires regular analytical and metrics-based reporting to Senior staff, Executive Governance Committees, and external stakeholders.

ESSENTIAL FUNCTIONS:

• Develops and implements project plans, schedules and budgets consistent with operational and stakeholders needs.
• Manages and monitors project cost and schedules, report progress. Maintain, adjust and update project plans, as needed. Consolidate, communicate and manage all issues and risks affecting the project, and ensure the timely communication of project status to project participants and stakeholders.
• Ensures project progress by measuring the variance in scope, schedule, cost and quality from the respective baselines and takes necessary action to address deviations.
• Identify, document and leads the evaluation of changes based on cost, schedule, risk and scope impacts. Ensure appropriate packet of relevant information to support appropriate project change and change control request decision processes.
• Work with senior leaders to contribute relevant data to support annual planning activities.
• Provide financial project performance and forecasting reports to senior executives Identify and evaluate the risks associated with project activities and work across organization to establish and monitor mitigation plans. 
• Establish collaborative partnership among stakeholders to enable scoping, financial and resource decisions. Develop and maintain required project management artifacts in accordance with Amtrak Project Management standards and applicable regulations.
• Maintains a teamwork environment within all peers. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of project management.
• Decision rights:
      o    Project directors are accountable for project outcomes. They are consulted across project activities and provide approval for project decisions. They should consult with their manager (program director or AVP of program) on any major decision points likely to impact project outcomes.

MINIMUM QUALIFICATIONS:

 

• Bachelor’s degree with a minimum of 13 years of relevant work experience or any equivalent combination of education and experience.
• Mastery level program management practitioner with strong focus on collaboration, team building, and customer service
• Mastery knowledge of competitive procurement processes and regulations
• Highly motivated and self-directed
• Mastery with independent judgment and make solid business decisions within scope of the program
• Excellent analytical, mathematical, and creative problem-solving skills.
• Excellent listening, interpersonal, written, and oral communication skills.
• Logical and efficient, with keen attention to detail.
• Ability to effectively prioritize and execute tasks while under pressure.

Knowledge of:
• Advance principles of project management, program development, implementation and administration for improvement and maintenance projects.
• Theories, principles, and practices of passenger railroad systems design, construction, operations, maintenance, safety, accident prevention, and emergency response.
• Applicable local, state, and federal laws, rules, and regulations governing the design, engineering, and construction of passenger railroad capital improvement and maintenance projects.
• Project delivery, engineering, and maintenance roles, responsibilities, and requirements.
• Principles and practices of capital and operating budgets preparation and administration. Principles and practices of contract negotiation and administration.
• Labor unions agreements.
• The Amtrak organization, Federal Railroad Administration and NEC stakeholders, including state and local governments, commuter railroads and freights.
• Roadway Worker Protection (RWP), NORAC/ Operating Rules; MW 1000, AMT2, AMT23, AMT27.

• Present and discuss programs and projects status with senior management, 3rd parties and the Board of Directors.
• Effectiveness working diplomatically across teams with varying objectives. Identify, organize and lead cross functional multidisciplinary project teams.

• Plan, develop and implement objectives, policies, procedures, and work standards to organize and control the design and construction of a capital project.
• Understand, interpret, and apply applicable laws, rules, regulations, policies, procedures, budgets, contracts, and labor/management agreements.
• Establish and maintain cooperative and effective working relationships with superiors, peers, and subordinates across the organization.
• Represent Amtrak before elected officials and the public as requested. Identify talented managers and advocating for their future development. Exercise judgment and creativity in making decisions.

Use Microsoft Project, Visio and Office, including intermediate level capabilities in the use of Excel, Power Point, and Word.

PREFERRED QUALIFICATIONS:

 

• Graduate degree
• Public/private partnership or joint venture experience
• Infrastructure construction program management
• Experience managing programs in the transportation industry environment
• PMP Certification in good standing Preferred

The salary/hourly range is $163,000-$211,140, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
