Project Overview

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) has safely destroyed 2,613 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment was the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The completion of this mission has made the world a safer and cleaner place by revolutionizing a first-of-a kind process for chemical weapons destruction. PCAPP completed the operations and munition destruction phase as of June 2023 and has now entered the closure phase.

 

All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process.

 

Position Summary

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Hazardous Materials Management System (HMMS) Coordinator at the Pueblo, CO location. HMMS software provides complete cradle-to-grave visibility and control for hazardous materials and waste management and compliance reporting. This position will report to the Waste Management Superintendent at the PCAPP project. The HMMS Coordinator – will be responsible for ensuring that the system is compliant with PCAPP and regulatory standards.

This is a long-term assignment with a 4/10’s schedule. The work hours are from 6:30am — 5:00pm Monday. Position may require additional overtime hours as deemed necessary.

 

Responsibilities

  • Receives supervision from the Waste Management Superintendent as required or needed.
  • Supports the efforts of the Waste Shipping Team in ensuring manifests are received and uploaded in a timely manner.
  • Support the development of Hazardous Waste Manifests to support high volume shipments.
  • Subcontract Technical Representative for Sphera (HMMS software owner) subcontract, managing the budgets as well as adding funds for work to be completed. 
  • Coordinate with other PCAPP departments to ensure HMMS is moved to Document Control to ensure long term digital storage.
  • Review data in HMMS for completeness and accuracy; develop and implement training to address deficiencies identified.
  • Serve as the subject matter expert for the Hazardous Material Management (HMMS) software to assist personnel in, utilization of the system and advice management on the system capabilities.
  • Train system users in all modules of HMMS
  • Maintain HMMS for tracking hazardous material storage, hazardous waste storage and waste shipment including:
  • Maintain spreadsheet to track annual environmental reporting.
  • Coordinate software upgrades and outages with the offsite database administrators.
  • Preserve HMMS administrative data through the following activities:
  • Creating and updating the site configuration,
  • Generating user access profiles, work groups and workflows, material storage issue points, material use zones, and waste collection sites.
  • Develop and maintain HMMS hazardous material and waste tracking data including monitoring data accuracy for material and waste container inventories, identifying discrepancies, and working with responsible employees to resolve issues and reconcile system inaccuracies.
  • Support the Waste Management function in the shipping and tracking of all waste, including agent related waste.
  • Support ES&H for compliance in Safety Data Sheets (SDS’s)

 

Qualifications and Skills

Basic Qualifications

  • HS diploma and 1-2 years of related experience.
  • Must be US Citizen or lawful permanent resident.

 

Minimum Qualifications

  • Working knowledge of software
  • Ability to multi-task
  • Strong oral and written communication skills.
  • Strong coordination skills
  • Ability to interface effectively with onsite personnel, offsite support, and outside vendors.
  • Skills in problem solving and issue resolution.

 

Preferred Qualifications

  • Computer literate in word processing, spreadsheet, and database applications in accordance with current Bechtel standards
  • Working knowledge of Resource Conservation Recovery Act (RCRA) and Department of Transportation (DOT) requirements for managing and shipping wastes.
  • Thorough knowledge of PCAPP Conduct of Operations procedures.
  • Experience with environmental compliance reporting for hazardous material and hazardous waste
  • Experience training new software system users
  • Strong organization and data management skills
  • Extensive knowledge gained through work experience and/or specialized training in the use and administration of the Hazardous Material Management (HMMS) software for material and waste tracking

 

This PCAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working.
