Project Overview:

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

UPF will be a multi-year, multi-billion-dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

The UPF Construction project works on various schedules with differing start times, and may require employees to work overtime, weekends, and/or nightshift when a business need arises.

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

 

Job Summary:

In this role, you will provide project field engineering specialization and expertise with work planning and packaging, material management, quantity verification and validation, safety and quality control, technical inspection and testing knowledge, and subcontract coordination. Your recommendations will ensure field engineering activities operate safely, are complete, and conform to quality standards and project requirements. #LI-CL1

 

Major Responsibilities:

  • Performs walkdowns of work fronts, validate quantity installed for QURR (Quantity Unit Rate Reporting), attend QURR and schedule meetings as requested.
  • Able to work at heights and don fall protection equipment.
  • Understands the application of Engineering Department Procedures, interfacing relevant Bechtel design guides and specifications with Codes and Standards.
  • Understands project schedules start / finish dates and milestones, coordinate with Project Controls and Subcontractor.
  • Monitors work activities of Subcontractors and ensures the quality of work performed.
  • Monitors subcontractor activities, assist with the coordination and instruction of subcontractor’s management staff within the area of responsibility.
  • Understands Subcontractor oversite associated with Quality Control Plan, Safety Plan, Scheduling, Quantity Reporting, Invoice Review and Approval, issuing and approval of Change Documents and Non-Conformance Reporting.
  • Prepares reports and can organize essential tracking for the progress of submittals, change documents, and other reports associated with the progress of work.
  • Understands the role interfacing with other project disciplines, including basic construction practices, means, and methods.
  • Skilled in oral and written communication.
  • Ensures the most current design document is used to complete the work and that all design changes are approved prior to implementation.  
  • Understanding of the initiation use of CWP’s Construction Work Packages, quality reviews, and closure of CWP’s.
  • Ensures that Bechtel and local/national safety codes, requirements, and standards are being complied with within assigned area of responsibility. 
  • Ensures the Zero Accident Philosophy is incorporated into every aspect of construction operations. 
  • Actively participates in scheduled safety meetings.

 

Education and Experience Requirements:

  • Requires bachelor’s degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience.
  • Must be a US Citizen.
  • Must be able to complete and pass a pre-employment drug screen and background check, including verification of employment, education, and travel.
  • Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.

 

Required Knowledge, Skills, and Abilities:

  • Preferred experience as a STR, Field Engineer, or Superintendent in the Electrical discipline.
  • Knowledge and experience of DOE, DOD, and/or commercial nuclear construction projects is required.
  • Must have working knowledge of the Bechtel Standard Work Process Procedures (SWPPs) and the related Bechtel Standard Application Programs (BSAPs).
  • Candidate should be a self-starter, highly motivated, requiring little supervision, and able to work well in a team environment.
  • Candidate should have a good working knowledge of current design codes and standards such as NFPA, ACI, AISC, ASME, as well as NQA-1 requirements.
  • Knowledge of environmental compliance standards required on NNSA/DOE projects.
  • Knowledge of Bechtel’s “Zero Accidents” safety program.
  • Familiarity with nuclear quality and commercial practice standards is desired.
