Project Overview:
The Cheniere Corpus Christi Liquefaction (CCL) Project is a Liquefied Natural Gas (LNG) export facility located on the north shore of Corpus Christi Bay in Gregory, Texas. The 1,000+ acre facility started bulk early works in July 2015 as the first greenfield export facility in the United States. Bechtel has successfully and safely completed construction and it now consists of three operating Trains with an LNG production capacity of approximately 15 million tons per year (MTPA), three LNG storage tanks with combined capacity of 480,000 cubic meters of LNG, 2 Jetty superstructures that can accommodate the world’s largest vessels, and dozens of associated buildings and utilities.
Corpus Christi Liquefaction Project Stage 3 (CCL3) is a new phase at the existing CCL facility and will consist of seven midscale liquefaction trains with an LNG production capacity of approximately 10 MTPA and associated infrastructure including utilities. CCL3 will perform all this work predominantly on a direct hire basis with support from only a few specialty and service subcontractors.
Job Summary:
The Startup Lead Electrical Engineer will be responsible for supervising and directing operations within the Electrical function. They are responsible for ensuring scope of the associated electrical work is completed on schedule, within budget, and in compliance with the project safety standards, the project quality standards, and the design/specifications; as well as performing general functions inherent in all home office and field positions. The candidate should have a strong knowledge in the design of large electric motors and variable frequency drive applications comprising electric motor-driven LNG plant design. Proficiency with electric power distribution, power system studies, area classification, as well as plant-wide power management and control systems. #LI-SP1
Major Responsibilities:
- Reviews and evaluates proposed LNG project electrical design concepts, including electric motor-driven LNG refrigeration compressor design and configurations
- Reviews and comments on Electrical Design documentation such as Basis of Design (BOD), Design Criteria, and Design Philosophy, in addition to all relevant project specifications
- Examines electrical designs and coordinates as needed to meet all other engineering disciplines’ requirements. Reviews and provides expert input on Power Systems Studies, Electrical Load List, Single Line diagrams, Equipment Datasheets, Plan drawings, Supplier documentation, etc.
- Assesses and verifies the integrity of electrical systems during Installation, Commissioning, and Startup, in order to maximize system reliability and availability, by carrying out inspections and construction support as necessary
- Evaluates the installation of Vendor Packages against meeting compliance requirements and monitors equipment performance during commissioning and startup
- Provides ES&H leadership to personnel assigned to them including: preparation and implementation of safety procedures and leading Bechtel and subcontractor safety meetings
- Ensures that Bechtel and local/national safety codes, requirements and standards are being complied with within assigned area of responsibility
- Ensures the Zero Accident Philosophy is incorporated into every aspect of Commissioning/Start up activities; actively participates in safety programs
- Establishes and maintains contacts with client, supplier, regulatory bodies, project management, engineering, and field personnel; represents startup on project teams as assigned
- Supervises, coordinates, and reviews the work of assigned engineers, schedules, and assigns work to meet completion dates
- Performs employee performance reviews and identifies training and development opportunities for staff within area of responsibility
- Provides technical guidance and at times overall project startup supervision and assigns work to project commissioning and startup Electrical engineers, technicians, crafts, and others who are performing specific assignments.
- Coordinates between project engineering, construction, specialty staff groups, clients, and vendors
- Inputs to project management, engineering, and construction to ensure commissioning and startup requirements are incorporated into project activities, including review of project designs and construction to ensure plant operability and operating personnel safety
- Plans, schedules, conducts, or coordinates detailed phases of, commissioning, startup, operations, or maintenance for a project, including reviews of designs for plant operability and safety and jobsite commissioning and startup as directed
- Performs work that involves conventional practice but may include a variety of complex features such as conflicting priorities, unsuitability of conventional methods, or difficult coordination requirements
- Establishes and implements plans, instructions, procedures and work process improvements to ensure the safe, timely and economical delivery of Commissioning/Start up activities to meet project requirements
- Prepare test and commissioning schedule for electrical scope in line with overall plant startup project.
- Scope and systemize electrical cables and equipment as per Bechtel systemization philosophy and assist in population of System Completions Database (Electrical Items)
- Prepare Inspection and Test Procedures as required
- Integrates interdisciplinary schedule requirements and constraints to establish logical work sequences for assigned disciplines or specialties
- Works with the contractors and others to coordinate work sequences with the total project plan
- Responsible for testing of electrical system(s) as per suppliers and legislative requirements
- Prepares and maintains Electrical spares for Commissioning and Startup. Monitors Commissioning & Startup spares usage on the site and prepares Field Material Requisitions for permanent plant material to ensure that the commissioning, Startup and Operations activities are to be productive
- Responsible for jobsite operations including onsite activities of Bechtel, subcontractors, suppliers, clients and their representatives and others as may be assigned within area of responsibility
- Prepares reports and forecasts, including summary of CSU progress and craft personnel forecast
- Monitors the activities of subcontractors to ensure compliance with specifications and schedules
- Willingness to travel as business requirements dictate
Education and Experience Requirements:
- Requires bachelor’s degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
Required Knowledge and Skills:
- Expertise with electrical power distribution systems in a refinery/petrochemical, or industrial environment, including high voltage (138kV or above) Utility supply
- Previous experience with the Commissioning and Startup of Electrical driven refrigeration compressors is preferred
- Heavy industrial direct hire construction experience in a supervisory role commensurate with the type of work to be undertaken, preferably in a lump-sum turn-key environment
- Experience on an LNG construction site especially along the U.S. Gulf Coast preferred
- Experience in the design of LNG facilities is preferred
- Understanding of applicable Bechtel work processes including Standard Work Process Procedures is preferred
- Familiarity with Bechtel Standard Applications (BSAPs) including Setroute, Unifier, Aconex, DSCS, PTR, Agile, Navisworks, and other automation tools which are used on Bechtel projects is an asset
- The ideal candidate possesses extensive and a broad technical experience of commissioning, startup, operation, maintenance and testing of Electrical Systems/Components of Oil & Gas Processing Facilities
- Good knowledge and understanding of engineering systems, applications of startup and operations; and previous experience in an Electrical and Instrumentation Commissioning role
- Broad knowledge of industry and regulatory standards and criteria pertinent to startup, maintenance, operations, or testing
- Strong supervision experience including the ability to lead and manage change is desirable
- Possesses effective communications skills crucial to motivating team members and presenting plans in a clear and concise manner; collaborates well in a team environment
- Good leadership skills & able to supervise craft for testing, startup and operations activity.
- Good knowledge in MS Word, Excel, Visio, PowerPoint, and other relevant Bechtel used applications (Aconex, Set Route)
- Understands project workflows from design, estimation, construction administration and coordination, and fabrication
Physical Work Requirement:
Work requires the physical ability to conduct field inspections including but not limited to: extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
