Summary

Spire is seeking a Standards and Procedures Specialist. This position will be responsible for coordinating and administering operations-related Codes and Standards activities within the Company, including standards manuals and operating manuals.  Coordinates activities related to ensuring that Company standards and procedures are compliant with state and federal rules, employ best practices, and are consistent across business units.  Supports the Department’s efforts to ensure that the materials used for Company facilities are appropriate, functional, and meet the requisite regulatory requirements.

Duties and Responsibilities
  • Develops, reviews, maintains, and distributes all Company standards and procedures.
  • Reviews Federal and State requirements and new technologies to ensure updated standards and procedures are in place as changes occur.
  • Coordinates activities related to ensuring that Company standards and procedures are compliant with state and federal rules, up to date, employ best practices, and are consistent across business units.
  • Supports the operations of the physical testing laboratory.
  • Supports the determination of items to be evaluated and tested at physical testing laboratory.
  • Prepares specifications as needed to stock new material.
  • Assist other departments in the preparation of requests for non-stock items to ensure that proper specifications and descriptions are used.
  • Works closely with Supply Chain on strategic sourcing of materials.
  • Monitors and manages existing contracts and coordinate identification and evaluation of potential new products.
  • Oversees ongoing Quality Assurance/Quality Control program for incoming material.
  • Liaison with vendors and manufacturers regarding new products, unacceptable or defective material, or material that has failed to perform properly after installation.
  • Works closely with the Pipeline Safety and Compliance Department to improve the Company’s compliance with pipeline safety rules and improve distribution system design.
  • Liaisons with various industry contacts (vendors, manufacturers, and other utilities) regarding new products, unacceptable material, or material that has failed to perform properly after installation.
  • Supports the maintenance and distribution the Company’s material catalog.
  • Maintains the history of material used for future needs (i.e. legal issues, long term performance, manufacturer recalls, etc.).
  • Assists with developing responses to staff audit concerns and ensures timely compliance with issues as found in each field audit location.
  • Reviews damaged facility inspection results and recommend repair options to ensure safe operation of facilities in accordance with state and federal regulations.
  • Maintains a library of various industry codes/standards and serve as liaison with the source for such publications.
  • Supports Operations Training’s activities related to reviewing and tracking qualifications of welders working on Company facilities.
  • Reviews state and federal regulations to ensure that welding activities and qualification procedures are in compliance.
  • Assists with developing responses to staff audit concerns and ensures timely compliance with issues as found in each field audit location.
  • Assists with investigating Commission related complaints and responds with findings to the MPSC gas safety staff.
  • Maintains regular attendance in accordance with Company policies and complies with all other Company policies, procedures, and practices.
  • All other duties as assigned.
Required Education (certifications, licenses)
  • Bachelor’s degree in engineering or business preferred.
  • General knowledge of federal and state pipeline safety regulations and company standards and training programs.
  • Valid driver license.
Required knowledge, skill and abilities

  • 5 year of prior operations, engineering or other technical work experience in the natural gas industry.
  • Knowledge of and the ability to apply PHMSA and Missouri Public Service Commission Pipeline Safety Regulation.
  • Knowledge of and experience with various Company, state, federal, and industry codes and regulations.
  • Knowledge of and experience with actual field applications of codes/standards and practical aspects of compliance.
  • Knowledge of experience in failure investigation and/or laboratory evaluation of materials and products.
  • Knowledge of construction and leak management techniques and practices used in the utility industry.
  • Knowledge of risk assessment methodology, including cathodic protection monitoring, survey, and assessment methods.

Physical demands, environment and schedule
  • Shared office environment with occasional field visits.
  • Typically, Monday through Friday.
  • Additional hours are regularly required to complete necessary tasks at the office during the week.
  • Travel requirement approximately 30% or as needed.
