SUMMARY OF DUTIES:
This position is responsible for deep data-driven assessment of schedule and service change options as well as measurement of actual train performance and revenue potential for all Service Line plans. It also requires creation and maintenance of tools to predict the impact of schedule and consist changes. The position requires the utilization of all internal data sources available for the analysis of each proposed service change, operational improvement, or revenue enhancement opportunity. Additionally, the position requires creation of specific train schedules aligned with the results of these analyses.
ESSENTIAL FUNCTIONS:
- Project Leadership – Assumes a leadership role in working with multiple departments’ personnel and others on assigned projects. Responsible for results delivered at quality standards suitable for use with Operations, Finance, Government Affairs, regulatory and host railroad users; based on a consistent, rigorous analytic approach and shaped in the context of broader business, market, and policy considerations.
- Scheduling and Train Performance Assessment – Understands and employs all Amtrak scheduling tools and performance databases at a detailed, implementation specific level. Accesses the data from all Amtrak cost and revenue data bases for use in department models and analysis. Creates route-specific schedules allowing for variables in all components of said schedules.
- Route and Service Change Analysis – Develops and delivers recommendations and supporting analyses for service change requests. Uses the cost, capital, and revenue models to estimate the operating cost, capital, and revenue impacts. Evaluates criteria and analyzes data regarding operating and overhead costs, as well as revenues that would be impacted by the proposed service change. Oversees the appropriate analysis so that the conditions outlined in the proposed service changes are accurately reflected in the cost, capital, and revenue analysis. Ensures that analyses of services that cross business line boundaries are properly structured to correctly depict effects on each service line. Provides recommendations and reports in a consistent format.
- Scheduled & Ad hoc Reporting and Analysis – Develops and delivers required analysis and reports as needed. Understands and accesses all available data and information sources (including databases, reports, decision support systems and other departments) needed for assigned analytical tasks. Provides analytical decisions regarding strategic planning, and asset utilization and productivity.
- Oversees creation of, implementation of, and staff training for data assessment tools necessary for operational and revenue enhancements. Develops staff skills through ongoing support to internal customers relying on results of said tools.
MINIMUM QUALIFICATIONS:
- Bachelor’s degree in Mathematics, Economics, Transportation, Planning or related field or an equivalent combination of education, training, and work experience.
- At least five years highly relevant business and analysis experience, including at least two years in decision support or related.
- Strong written, verbal, and analytical skills.
- Proven analytical ability and quantitative skills, including fluency in PC based applications, including Word, Excel, PowerPoint, Access, and financial planning/reporting systems.
- Ability to work with limited supervision, and successfully deliver multiple tasks in a fast-paced environment.
- Experience with database management and simulation models.
- Communication and presentation skills and experience communicating complex issues to senior level officers as well as to other railroads
- Prior satisfactory job performance required.
PREFERRED QUALIFICATIONS:
- Master’s degree in Mathematics, Economics, Transportation or Planning preferred.
- Demonstrated familiarity with railway operations/infrastructure, especially Amtrak’s existing corridors; and with US transportation policies, legislation, and funding mechanisms relating to Amtrak preferred.
- Familiarity with Amtrak data reporting/sharing and reservation/train status systems such as Business Objects, OTP-MRS and ARROW preferred.
WORK ENVIRONMENT:
- Primarily office with demonstrated capability to remain productive via remote work.
- 10-15% travel to field sites
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary/hourly range is $113,200-$146,664. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
