Project Overview:
Bechtel has been appointed as the Delivery Partner, supporting our customer Metrolinx as part of an integrated team, to help deliver the signature Ontario Line Subway (OLS) Project, a transformational transit project for the Greater Toronto Area. The multi-billion-dollar project scope includes the design build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment. The Senior Construction Planner will be responsible for reviewing the Ontario Line Program of schedules identifying areas of the schedule that have significant contractor/third party interfaces and therefore risk areas. Working with experienced construction and testing personnel, the senior construction planners will present the program leadership team with the optimal program options to protect against schedule erosion.
Job Summary:
The RSSOM Senior Construction Planner will be responsible for supporting the Rolling Stock, Systems, Operations & Maintenance (RSSOM) PCo contract. Supervises schedule development, maintenance, monitoring, and recovery plan development activities, supports project organizational and administrative activities, and supervises the development and integration of individual schedules into the total project plan. The Planner aides in establishing project milestones and supports development of scheduling standards and procedures. This position supports the RSSOM Project Director, RSSOM Delivery Partner Construction Manager, and the RSSOM team on a day to day basis, and reports functionally to the Ontario Line Delivery Partner Planning Manager. #LI-NP1
Major Responsibilities:
- Evaluate monthly schedule submissions from the RSSOM contractor
- Evaluate recovery, rebaseline, and mitigation schedules as needed
- Provide schedule analysis and forecasting to assist the RSSOM contractor in achieving project milestones
- Develop bespoke reporting including skylines over the course of design, construction, and testing & comissioning
- Directs program level schedule development and maintenance activities. Develops, interprets, and executes policy objectives and standards applicable to schedule maintenance and the monitoring of development functions.
- Updates and manages the Ontario Line Integrated Master Schedule
- Oversees the implementation of milestone schedules, engineering/procurement/construction closeout monitoring including documentation and planned maintenance activities.
- Performs schedule reviews to ensure compliance with Client’s expectation and coordinate the required level of integration among the major contractors. Represents the Client in meeting with contractors.
- Performs and/or coordinates, collects, verifies, and integrates the work scope for all entities into the total project plan. Reviews the representation of project scope in schedules. Establishes the conceptual scope of schedule studies. Prepares and analyzes comparisons of scope and quantities between the projects. Performs productivity analysis of construction operations and verifies. Establishes productivity basis to be utilized in estimates, as developed in concurrence with Construction. Reviews labor estimates for reasonableness.
- Manages the preparation of subject-specific schedules on an as-required basis.
- Supports the RSSOM construction team on a daily basis. The Planner will provide schedule extracts, schedule analysis and planning expertise in support of the Metrolinx/ Delivery Partner goals.
- Compiles, summarizes, updates, and maintains historical schedule data. Monitors and reports the critical path and schedule performance of the total project.
- Prepares and analyzes comparisons of scope, and quantities between projects. Develops bid evaluation schedule criteria and prepares bid evaluations. May participate in discussions with vendors.
- Coordinates development of bulk commodity installation curves. Integrates appropriate manpower requirements for each discipline/specialty relative to the overall project needs. Determines quantity and manpower levels in support of the project needs and schedule philosophy.
- Verifies consistency with previous reports to ensure compatibility. Responsible for issuing reports required by Ontario Line management and project procedures.
- Coordinates information input into specific studies. Responsible for integration of activities and total work scope identification. Evaluates study results and recommends conclusions for project team consideration and discussion. Supervises/directs project schedule staffing and quantity reporting.
- Provides guidance to Project Director on overall schedule impacts and solutions.
Education and Experience Requirements:
- Bachelor’s degree in Engineering, Construction Management, and 10-13 plus years of experience. In Lieu of degree 14-17 years relevant project controls experience with an emphasis on project planning in the Engineering and Construction industry.
- Primavera P6 experience required. Experience representing the client and reviewing / integrating contractor schedules required
Required Knowledge, Skills, and Abilities:
- Experience and demonstrated skill in planning and scheduling functions, including schedule development, control, and analysis. Experience and demonstrated skill in establishing criteria for project planning and scheduling activities.
- Skilled in oral and written communication, with a demonstrated ability to present planning and scheduling information to management and clients.
- Demonstrated skill in identifying, analyzing, and solving problems. Knowledgeable about current industry developments
- Preference given to experience managing heavy civil and rail projects
- Expert analytical and computer skills required.
