- Two (2) years of college or Associates (AA) Degree in business or a related field – OR – One (1) year of college and two (2) years of purchasing experience – OR – Four (4) years of purchasing experience.
- Knowledge and use of purchasing software.
- Two (2) years of supervisory/management experience
- Knowledge and use of computers.
Preference will be given to candidates with the following:
- Bachelor’s degree in business or related field.
- Knowledge of State of Florida procurement statutes.
- Knowledge of MyFloridaMarketPlace (MFMP) eProcurement System.
- At least one (1) year of work experience using Microsoft Office Suite (Excel, Word, Outlook, etc.).
Using various methods of procurement, the incumbent is responsible for the supervision of all Department Purchasing Agents and participates in the procurement of a wide variety of specialized and/or unusual commodities and services. Supervised by the Purchasing Officer, operates within the scope of Florida Statutes and Administrative Codes. Acts on behalf of the Purchasing Officer during absence with regards to purchasing related issues.
Review requirements, specifications and descriptions outlined by the customer to ensure that all information pertaining to the contractor’s obligations, products, services, and performance period, is clear, adequate and in compliance with current laws and regulations. Solicit price, delivery, discount, packaging, and other related information from merchants through the use of written and verbal quotations and proposals. Assist in the administration and coordination of the following procurement subsystem: State of Florida eProcurement System (MFMP) and the State P-Card System. Monitors the status of all open purchase requisitions in the MFMP. Assists and provides purchasing training. Troubleshoots and assists in the resolution of any issues that arise with MFMP. Acts as FDVA Agency FLEET Administrator and MFMP Gatekeeper/Assistant Administrator.
Maintain a high level of familiarity with various procurement methods giving guidance, establishing priorities, and assigning tasks for Purchasing Agents. Provide assistance to FDVA employees on procurement matters, preparation of purchase specifications, or other special requirements. Monitor ongoing procurement programs and processes, ensuring that any unusual trends or discrepancies found are remedied or brought to the attention of the Purchasing Officer. Ensure maximum utilization of mandatory sources, minority business enterprises, and environmental programs when in the best interest of the Government. Monitors and disseminates all State Term Contract/Alternate Contract Source up-dates to pertinent FDVA staff.
Prepare formal solicitations; issue purchase orders; and prepare a variety of reports, correspondence, waivers, and forms required for contract and procurement documentation and administrative processes. Open formal bids and proposals; evaluate and award contracts; perform contract administration throughout the life of the contract as necessary. Preparation and typing will be accomplished through the use of various software programs and will require the use of office equipment, to include: personal computers, copiers, facsimile machines, calculators, and printers.
Negotiate with representatives of various manufacturing and service organizations for agreement on terms and conditions that will ultimately result in the timely delivery of commodities or performance of services that is most reasonable and advantageous to the State.
Participate in all functional duties and responsibilities of the Purchasing Office, providing assistance, and backup responsibilities where necessary. Perform other related duties as required.
