Project Overview:

Bechtel is a global provider of engineering, construction, and project management services with a reputation for excellence and innovative project delivery. An opportunity exists within the Bechtel project team to work closely with our customer on a key Bechtel project in Serbia. This project will be one of the largest greenfield projects ever built in Serbia.

Job Summary:

The Procurement Lead is required to manage and coordinate the integrated procurement team for the Project. The role will supervise a number of procurement personnel (up to 10 direct reports) in the formation and administration of purchase orders in accordance with Project procedures. The Procurement Lead will be required to manage the Project procurement activities based on a “best for Project” basis as well as coordinate multiple stakeholders/contributors in order to successfully complete the procurement activities in accordance with schedule requirements. This role will be part of the Integrated Project Management Team (IPMT) and will be based in Belgrade, Serbia and report to (and receive operational direction from) the Contracts & Procurement Manager.

Major Responsibilities:

  • Leading the Integrated Project Procurement team, including purchasing specialists, T&L, Supplier Quality, Materials Management, Expediting.
  • Implementation of the procurement strategy and monitoring performance of direct reports against the baseline and compliance with policies and procedures.
  • Maintaining the Procurement milestone report and supply chain assignment schedule.
  • Ensuring all commitments made by direct reports are accurately presented and follow established approval and signing authorities contained in the Project policies and procedures.
  • Conducting annual performance reviews of direct reports, recommending salary actions, classification changes, interviewing applicants and making recommendations regarding selection.
  • Monitoring personnel to ensure they receive appropriate training and development. Develop appropriate training packages to address any training shortfalls.
  • Representing the procurement function at project meetings, developing project procurement operating procedures, forms and templates for review by Contracts and Procurement Manager and inclusion into the project contracts and procurement procedures as required.
  • Performing all activities in a manner that demonstrates a commitment to continual improvement. 
  • Reviews commitment recommendations in accordance with Project procedures and approving (or arranging appropriate approval) in accordance with any required delegated authorities.
  • Undertake formation and administration of project purchase order commitments through established project policies and procedures, including:
  • Coordinating with the customer, third party engineers, project engineers, construction and other functions as required, to form packages in accordance with Project plans.
  • Preparing bid request packages, addenda and other bid cycle correspondence to ensure proper format, content and project requirements are met.
  • Reviewing bid tabulations for accuracy, bidder recommendation and completeness.
  • Leading negotiations for medium and high complexity purchase orders.
  • Managing the administration of purchase orders in accordance with the terms and conditions of the contract including management of and processing variations, payment, claims, etc.

Education and Experience Requirements:

  • Requires bachelor’s or master’s degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience

Required Knowledge and Skills:

  • Broad experience in the formation, negotiation, award and administration of complex purchase orders.
  • Excellent communication skills and stakeholder management
  • Experience in negotiating legal terms and conditions, developing complex contract types, incentivization schemes, fee arrangements, terms and conditions.
  • Working knowledge of change management procedures pertaining to Requests for Information (RFIs), change notices, change orders, amendments, and claims and dispute resolution.
  • Skilled in working and communicating effectively with all levels of project functional groups.
  • Experience, skill or training in supervising personnel, workload distribution and execution of work. 
  • Specialized training gin business administration, law, accounting, and/or other related courses would be advantageous
