THIS IS A CAREER SERVICE POSITION
The Agency for Persons with Disabilities works in partnership with local communities to support people with developmental disabilities in living, learning, and working in their communities. APD provides critical services and supports for customers with developmental disabilities to reach their full potential. The Agency serves people with spina bifida, autism, Down syndrome, children age 3-5 at high risk of developmental disabilities, cerebral palsy, Prader-Willi syndrome, Phelan-McDermid syndrome, and intellectual disabilities. There is no charge or co-payment for services provided through the Agency.
DIRECT DEPOSIT PROGRAM – As a condition of employment, a person appointed to a position in State government is required to participate in the Direct Deposit Program. Rather than receiving a paper paycheck, your funds will be deposited directly into your account at your financial institution. This will be accomplished by Electronic Funds Transfer. Banks, savings and loan associations, and credit unions are eligible to accept such deposits. Retirement funds are also required to be in the Direct Deposit Program.
BACKGROUND SCREENING REQUIREMENT:
It is the policy of the Florida Agency for Persons with Disabilities that applicants for employment undergo Level 2 employment screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer.
No applicant for a designated position will be employed or permitted to volunteer until the Level 2 screening results are received, reviewed, and approved by the Agency.
Level 2 background screening shall include, but not be limited to, fingerprinting for Statewide criminal and juvenile records checks through the Florida Department of Law Enforcement, and Federal criminal records checks through the Federal Bureau of Investigation, and may include local criminal records checks through local law enforcement agencies.

The Human Services Program Specialist position is a professional position within the Medicaid Waiver Workstream. This position is responsible for ensuring that requirements set forth in iBudget Rules 665G-4.0213 – 4.0218, Florida Administrative Code and the Developmental Disabilities Individual Budgeting Waiver Services 59G-13.07 Florida Administrative Code and Agency procedures are followed.
This position has primary responsibility of ensuring that an individual review to determine medical necessity of services is conducted for consumers receiving services through the iBudget Waiver or CDC+ waiver on at least an annual basis or when a request is received. This position is responsible for reviewing iConnect daily and conducting reviews based on the Developmental Disabilities Individual Budgeting Waiver Services (59G-13.07 FAC) limitations and coverage handbook. This position ensures that all supporting documentation for requested services is submitted. Ensures that an accurate review of the supporting documentation is completed, and requests additional information when needed. Ensures reviews are completed within required timeframes set forth in statute and rule. Ensures that if supporting documentation does not meet threshold for medical necessity that appropriate staff will be notified in order for a Notice of Agency Action to be drafted and sent.
Reviews Allocation Implementation Worksheets, in a timely and accurate manner. Requests additional information if needed. Ensures that accurate completed Allocation Implementation Worksheets are sent to appropriate staff in order for Notice of iBudget Amount to be completed within required timeframes.
This position serves as the Consumer Directed Care Plus (CDC+) Regional Liaison for consumers in the NW2b This position is responsible for ensuring that all required documentation for consumers enrolled on the Consumer Directed Care Plus (CDC+) is submitted as required by Florida Administrative Code and Agency operating procedures. This position is responsible for receiving, processing, tracking, and forwarding participant information update (PUI) forms, Quick Updates on Purchasing Plan, and Corrective Action Plans as required by Agency procedure. This position is responsible for ensuring that Cost Plans for consumers enrolling onto the CDC+ program is updated in iConnect as required. Ensures that CDC+ consultants submit all required documentation for consumers who are enrolling onto the CDC+ program, as set forth by Agency operating procedure. This position is responsible for ensuring that CDC+ consultants submit correct, accurate information within required timeframes to the Region. This is position is responsible for providing technical assistance to CDC+ consultants related to CDC+ programmatic issues. Participates in CDC+ conference calls, and maintains regular communication with State office CDC+ staff. Is back-up to NW CDC+ Liaison for NW 1 and 2a.
This position is responsible for participating in Waiver Support Coordinator pre-service training (as needed) and monthly Waiver Support Coordinator meetings.
This position is responsible for assisting and providing technical assistance as needed to NW region staff outside the waiver workstream, Medicaid waiver enrolled service providers, consumers, legal representatives regarding programmatic and consumer issues.
This position is responsible for assisting with any special assignments relating to the iBudget Medicaid Waiver and the CDC+ program.
Serves as back-up to coworkers in Medicaid Waiver workstream as assigned. Assists in the identification and resolution of Regional specific problems concerning policy implementation and service delivery.
Ensures that current database (iConnect) is updated as required by Agency procedures.
Provides technical assistance to Waiver Support Coordinators on at least a quarterly basis.
Completes activities related to disaster planning and performs other related duties as assigned.
