Project Overview

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

 

UPF is a multi-year, multi-billion dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

 

The UPF project currently works on a 4X10 work week schedule. Start times are flexible but the standard work week is: Monday – Thursday from 6:00 am to 4:30 pm.

 

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

 

Position Summary

The successful candidate for the Deputy Field Project Controls Manager position will be responsible for executing Project Controls for the scope of Bechtel’s Contract to CNS, and will work collaboratively with the UPF Project Controls Manager to collectively deliver all Project Controls services needed in support of delivering the UPF Field Project for our US Government customer. All work will be conducted within the UPF Project Controls system, which is a DOE/NNSA certified EVMS system established by CNS, which is in full compliance with Bechtel Group, Inc. and NS&E Project Controls Department Procedures. The position operates in a dynamic matrixed organization that requires a high degree of collaboration, technical skill, and experience.

 

Responsibilities

  • Responsible for effective execution of Project Controls programs in accordance with NS&E Project Controls Department Procedures and the UPF EVMS System Description.
  • Leads Project Controls efforts on a variety of special projects, as assigned.
  • Leads project control activities including cost engineering, cost estimating, cost analysis/control, and schedule development, maintenance, monitoring, impact identification, and recovery plan development activities.
  • Reviews project performance to identify issues, challenges, and/or opportunities for consideration in the Project Execution Risk Management (PERM) process and Trend/Change Control processes.
  • Provides generally non-routine cost engineering/planning and scheduling guidance.
  • Identifies, analyzes, and provides innovative solutions to cost engineering and planning/scheduling problems.
  • Plans Project Controls staffing needs for assigned projects and supports project organizational and administrative activities.
  • Reviews and approves Earned Revenue Determination Data.
  • Directs the preparation and presentation of on-project estimates and cost forecasts.
  • Prepares, coordinates, and presents Project Controls information to Bechtel and Client Management, as required.
  • Participates in the development and training of assigned personnel and in the implementation of on-the-job and classroom training programs as required.
  • Completion of rolling wave planning to develop executable Level 3 schedules to meet the subproject integrated schedule interfaces in compliance with Bechtel policy and procedures, and the UPF EMVS System Description. Requires familiarity with project work rules, labor agreements, site safety requirements / considerations, quality requirements, and time requirements for QC and work package completion / closure.
  • Ensures vertical and horizontal integration and alignment for all cost and schedule tools and information (including quantities and resources).
  • Understands performance and providing Project Controls Services to the UPF team for Subcontractor Budget, Schedule and Performance Compliance in accordance with Bechtel procedure 40P-C030-00506, and the UPF EVMS System Description.

 

Qualifications and Skills

Basic Qualifications

  • Level 1: Bachelor’s degree from an accredited university plus 9 years of relevant experience, or in lieu of a degree, a high school diploma or equivalent and a minimum of 15 years of relevant experience.
  • Level 2: Bachelor’s degree from an accredited university plus 13 years of relevant experience, or in lieu of a degree, a high school diploma or equivalent and a minimum of 19 years of relevant experience.
  • Must be a US citizen.
  • Must be able to complete and pass a pre-employment drug screen and background check, which includes verification of employment and education.
  • Must be able to obtain site security badge for access to work site.

 

Minimum Qualifications

  • Experience and demonstrated skill in directing cost engineering functions, including cost estimating, cost control, and cost analysis, in the field and the home office.
  • Experience and demonstrated skill in directing, planning, and scheduling functions, including schedule development, control, and analysis, in the field and home office.
  • Demonstrated ability to plan, organize, lead, and perform both independently and as part of team to meet project requirements.
  • Demonstrated ability to coordinate both routine and complex special tasks across multiple functions
  • Skilled in oral and written communication, with demonstrated ability to present Project Controls information to management/client.
  • Demonstrated skill in identifying, analyzing, and solving problems.

 

Preferred Qualifications

  • Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience. 
  • Flexibility to respond to urgent project requests and/or changing priorities.
  • Demonstrated ability to plan, organize, direct, perform, review, and present products independently with minimal supervision.
  • Experience with the Government Earned Value Management System (EVMS)
