Job Summary:
The Country HR Manager – Saudi Arabia is responsible for the management of HR operations within the country. Responsibilities include oversight and guidance of country compliance, policies, programs, and initiatives as appropriate for the country and within the corporate policy guidelines, as well as ensuring compliance with Saudi Ministry of Human Resources and Social Development (MHRSD) requirements and regulations. Responsibilities also include compliance and policy oversight and guidance for the entire Middle East & Africa region. #LI-MA6
Major Responsibilities:
- Works closely with Project management and Project deployed HR teams for HR program delivery.
- Provides input in the development of HR operational goals, legislative updates, country initiatives and customer service delivery quality standards.
- Provides team leadership and subject matter expertise for delivery of the Region and Country HR scope of services including MHRSD required data/portal administration (QIWA, GOSI, Muqeem, Medical Insurance, etc).
- Monitors and provides guidance to leadership on Saudization and Nationalization processes and requirements.
- Responsible for oversight and delivery of day-to-day HR operations outsourced vendor service providers for medical and immigration services.
- Provides guidance for HR policy and related country employment compliance issues.
- Works closely with People Operations functional leaders/subject matter experts in the delivery of global HR services for the Middle East & Africa region.
- Develops and maintains good working relationships with GBU leadership and project deployed HR staff.
- Provides input in the development of work process and systems, data, metrics, and reports to successfully deliver and manage high quality HR service delivery to customers.
- Maintains employee data, information and working files according to required confidentiality standards and best practices.
- Manages a team of HR professionals, providing day-to-day direction and supervision, managing performance, and development.
Education and Experience Requirements:
Bachelor’s level degree in Human Resources, or related field, plus a minimum of 10 years related work experience, including managerial level duties.
Required Knowledge and Skills:
- 15 years of progressive HR experience across multiple HR areas (Talent Acquisition, Talent Management, Employee Relations, Total Rewards, Global Mobility, HR Systems, Shared Services, Project HR etc.)
- Professional Certification in HR Management (PHR, SPHR, GPHR, CCP, CBP, CIPD etc.)
- Advanced knowledge and experience in international HR areas such as immigration/work visas, expatriate assignments, compensation and relocation, expatriate tax, destination services, employment compliance etc.
- Experience providing direction and oversight with global or regional HR service providers.
- Experience in delivery of HR work process and services, including expatriate employee assignments.
- Experience in the Engineering, Procurement and Construction Industry (EPC)
- Experience working outside of country of origin with Global or Multi-National companies.
- Knowledge of Six Sigma/Lean concepts and practices for process management Advanced understanding of Bechtel HR systems, work processes and policies
