Project Overview:

Bechtel is a global provider of engineering, construction, and project management services with a reputation for excellence and innovative project delivery. An opportunity exists within the Bechtel project team to work closely with our customer on a key Bechtel project in Serbia. This project will be one of the largest greenfield projects ever built in Serbia.

Job Summary:

The Contracts Lead is required to manage and coordinate the integrated Contracts team for the Project. The role will supervise contracts personnel (up to 10 direct reports) in the formation and administration of contract awards in accordance with Project procedures. The Contracts Lead will be required to manage the Project contracts activities based on a “best for Project” basis as well as coordinate multiple stakeholders/contributors in-order-to successfully complete the contract formation, administration and closeout activities in accordance with schedule requirements.

 

This role will be part of the Integrated Project Management Team (IPMT) and will be based in Belgrade, Serbia and report to (and receive operational direction from) the Contracts & Procurement Manager.

Major Responsibilities:

  • Managing a team of contracts formation and administration specialists, buyers, expeditors, supplier quality personnel, transport and logistics personnel
  • Developing and implementing the overall contracts and procurement strategy for the project
  • Monitor performance of the contracts and procurement function
  • Preparation of progress reports on performance of the contracts team and procurement team
  • Provide advice to senior project management on a wide variety of project issues
  • Provide guidance on negotiation strategies and resolution of commercial issues
  • Representing contracts and procurement function at package and project reviews
  • Overseeing development of the contracts and procurement procedures, forms and templates
  • Developing, monitoring and maintaining project master contracts forms
  • Implementing changes to the terms and conditions, procedures templates and forms to improve efficiency, accuracy, quality of contracts and procurement function
  • Performance management of contracts and procurement function
  • Management of prime contract, implement prime contract management program and contracts administration procedures, training and supervision of contracts personnel
  • Coordination, execution and review of ethics and compliance program for the project.
  • Manages compliance and ethics issues, initiatives and metrics relating to the project and provides summaries and reports to senior managements.
  • Conducts ethics training presentations or delegates the conduct of such presentations to suitably qualified individuals. Monitors compliance statistics for the project. 

Education and Experience Requirements:

  • Requires bachelor’s or master’s degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience

Required Knowledge and Skills:

  • Broad experience in the formation, negotiation, award and administration of complex purchase orders.
  • Excellent communication skills and stakeholder management
  • Experience in negotiating legal terms and conditions, developing complex contract types, incentivization schemes, fee arrangements, terms and conditions.
  • Working knowledge of change management procedures pertaining to Requests for Information (RFIs), change notices, change orders, amendments, and claims and dispute resolution.
  • Skilled in working and communicating effectively with all levels of project functional groups.
  • Experience, skill or training in supervising personnel, workload distribution and execution of work. 
  • Specialized training in business administration, law, accounting, and/or other related courses would be advantageous
