We are currently seeking a CCWIS Technical Analyst to join our team in Little Rock, Arkansas (US-AR), United States (US).

The Comprehensive Child Welfare Information System (CCWIS) Technical Analyst (TA) is responsible for providing technical expertise with a focus on Data Management and Data Exchanges for the CCWIS Program. The incumbent in this position will work under the direction of the Program Manager and will work alongside the Design, Development, and Implementation (DDI) vendor in a software development environment utilizing an Agile Scrum Framework. An understanding of product and sprint backlog refinement and the importance of aligning sprint reviews with the Division of Children and Family Services (DCFS) trading partners to ensure interfaces and reports are available for incremental (as needed) and end to end, system integration testing (SIT) and User Acceptance Testing (UAT) is vital.

Responsibilities include:
• Specifying, analyzing, synthesizing technical, stakeholder, functional, and non-functional requirements
• Documenting technical analysis artifacts
• Leading cross-functional meetings to elicit requirements from subject matter experts to determine potential conflicts
• Participating in requirements validation sessions
• Communicating and representing requirements to stakeholders throughout solution development
• Evaluating the value being delivered by new and existing solutions
• Instructing, directing, and checking the work of other team members.
• Utilizing best practices around work assignments, project management, and quality of output while maximizing overall team performance.
• Competently working at the highest technical level while considering the business implications of the application of technology to the current and future business environment.
• Creating data and/or interface flow charts for customer and technical review.
• Acting as a team leader for developers directing, clarifying and explaining technical requirements

Basic Qualifications:
• Minimum 5 years of experience working with State government Programs
• Minimum 3 years of experience working/liaising with DDI System Integration vendors
• Minimum 3 years of experience in Data Quality processes and Interface migration planning
• Minimum 3 years of experience with and knowledge of system development methodology, program management and system architecture, and strong analytical / problem solving skills.
• Undergraduate degree or equivalent combination of education and work experience

Preferred Skills
• Minimum 3 years of experience working in the Child Welfare environment
• Experience working with Legacy SACWIS Systems
• Experience developing and presenting reports and findings to all levels of management
• Experience with Microsoft Azure and Jira
• Analytical / problem solving skills
• Experience writing test cases/user stories
