The Role

This position is responsible for all facets of Access Outside Plant (OSP) Network engineering and construction from non-complex work orders to the most complex work orders.


Provides the OSP engineering services required to develop, implement & maintain large, extremely complex OSP Plant projects. Also provides technical leadership and mentoring to other engineering team members in day-to-day activities.  Interfaces regularly with business units and serves as technical expert to business unit partners.


The Senior Network Implementation Engineering responsibilities include design and preparation of Engineering Work Orders for land developments, new buildings, single line requests, Rehab, DSL, FTTN, FTTH, FTTT, Road Relocations, augmentation projects and special circuit requests. Utilizing the following tools; NDS, AutoCAD, Fireworks/Bidmaster, JDS, FORTE, WFMT, ARMOR, TIRKS, LFACS, and the full suite of Microsoft Office. As an OSP field engineer you will be assigned a geographic area and will be responsible for all OSP job requests. This position designs and acquires civil permits. Maintain positive interaction with Internal and External customers; maintain open conversation with Planning and all company departments providing high quality of service to the Lumen customers. Manage workload for a given area.

The Main Responsibilities

  • Handles complex work: complex network plant expansion, complex plant relocations, complex building adds.
  • Develops and reports standard engineering intervals including lead times for equipment delivery and installation. Performs workload estimates. Develops milestone schedules based on customer required service dates, material availability, functional intervals and required service dates.
  • Responds to natural disasters affecting facility equipment that ensures decisions are made to replace or repair damaged plant as required.
  • Project management of projects through completion.
  • Actively participate in facility meetings and provides direction as priorities and requirements change.
  • Maintains and updates network inventory records.
  • Coordinates with Developers/Builders/Building Owners/ Customers/municipalities.
  • Handles service restoration management.
  • Develops/defines plans for the implementation of new plant construction or modifications to existing facilities. 
  • Prepares plans and specifications, to include gathering field data.
  • Assures that the most feasible, practical and economical means to complete the work are utilized.  Provides cost data to support capital planning and budgeting.
  • Monitors and controls project expenditures. 
  • Oversees the installation/construction and testing of plant facilities. 
  • Analyzes local and wide area network systems and/or customer network environment, including planning, designing, evaluating, selecting operating systems and protocol suites and configuring communication media with concentrators, bridges and other devices.
  • Resolves interoperability problems to obtain operations across all platforms including e-mail, files transfer, multimedia, teleconferencing and the like.
  • Configures systems to user environments.
  • Supports acquisition and implementation of hardware and software as well as subcontractor services as needed.
  • Maintains positive interaction between all governing authorities.,
  • Works with Planning, Operations and all internal and external customers, maintain budget, and assist with forecasting budgets.

What We Look For in a Candidate


  • Bachelor’s degree or equivalent education and relevant experience.   
  • 6+ years telecommunications, engineering, or network planning or equivalent in training and experience.
  • Demonstrated leadership and project management skills.
  • Possess excellent verbal and written communication skills.
  • Proficient in PC software including Outlook, Excel, and Word.
  • Possess an understanding of OSP and Fiber counts and configuration.
  • Demonstrated ability to learn new systems and processes.
  • Demonstrated analytical ability.
  • Valid Driver’s License and satisfactory driving record.


  • Experience in Lumen systems: Fireworks, BidMaster, WFMT, NDS, TIRKS, ARMOR, MARTENS, and SAP.
