Project Overview:

Bechtel Parsons Blue Grass is the systems contractor selected by the Department of Defense’s Assembled Chemical Weapons Alternatives program to design, build, systemize, test, operate, and close a facility to destroy the chemical weapons stockpile at the Blue Grass Army Depot in Richmond, Kentucky. The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) will safely destroy 523 tons of mustard and nerve agent in projectiles and rockets. Neutralization followed by supercritical water oxidation is the technology selected by the Department of Defense to destroy the nerve agent, while the Explosive Destruction Technology will be used to destroy the mustard in the Blue Grass chemical weapons stockpile.

 

Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. The ability to obtain/maintain access to the Blue Grass Army Depot is required. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.

 

Position Summary:

The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) is looking for a Property Control Specialist at the Richmond, KY site location. This position will report to the Property Manager at the BGCAPP project.

 

This BGAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA). The SCA requires BGCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working. 

 

This is a long-term assignment with a 4-10s schedule. The work hours are from 6:30am – 5:00pm. This position may require additional overtime hours as deemed necessary. BGCAPP operates on a 24/7 schedule. This position may be required to work a schedule of rotating shifts including nights, weekends or holidays.

 

Responsibilities:

  • Reports to and receives operational guidance from a Government Property Control Manager and/or a Government Property Control Administrator.
  • May provide operational and/or functional direction to administrative/clerical personnel as assigned.
  • Interfaces regularly with project personnel and their staff who have been assigned custodial responsibility for Government property and or government property control tasks in accordance with the Government Property Control Programs/Systems.
  • Interfaces daily with the responsible Government Property Control Manager or Government Property Control Administrator, and other functional departments as needed.
  • Interfaces with project personnel, as directed by supervisor in order to keep apprised of changes in property status.
  • Gathers and compiles support data for assembling government property control baseline requirements and for the preparation and the administration of the property control programs.
  • Assists managers and administrators in completion of the various administrative tasks required by the Government Property Management Manual; compliance with applicable regulatory requirements and property records management systems.
  • Monitors areas of property control management and compliance with prime contract obligations, as assigned.
  • Conducts investigations and inquiries into specific government property control management areas, as assigned.
  • Organizes materials for the preparation of meetings, presentations, and training sessions.
  • Drafts correspondence and assists in the preparation of periodic status reports.

 

Qualifications and Skills:

Basic Qualifications:

Level One:

  • Must be a U.S. citizen
  • Bachelor’s Degree or in lieu of a degree, five years of directly related experience.
  • Requires certification as a Certified Professional Property Specialist (CPPS) within six months of assignment.

 

Level Two:

  • Must be a U.S. citizen
  • Bachelor’s Degree and one year of related experience or in lieu of a degree, six years of directly related experience.
  • Requires certification as a Certified Professional Property Specialist (CPPS) within six months of assignment.

 

Preferred Qualifications:

  • Knowledge and understanding of field purchasing functions related to the acquisition of materials on project
  • Prior Bechtel warehouse experience
  • Working knowledge of BPS

 

 This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligibility to be placed in a CPRP or UAP position requires US citizenship.
