Project Information: Saudi Arabian Military Industries (SAMI) is a national holding company owned 100% by the Public Investment Fund (PIF), a sovereign wealth fund owned by the Kingdom of Saudi Arabia (KSA). SAMI was established in May 2017 to develop the military industrial infrastructure necessary to help the Saudi Vision 2030 aim of localizing military spending to at least 50% by the end of the decade. It commenced operations in January 2018. SAMI is working with numerous Original Equipment Manufacturers (OEMs) and local contractors to establish the military industrial infrastructure across the Kingdom. It is organized into 5 Divisions: Aeronautics, Defense Electronics, Land Systems, Weapons & Missiles and Emerging Technologies; Naval interests are covered within the Weapons & Missiles portfolio. Bechtel was contracted in August 2020 to provide a Facility Management Team (FMT) to develop and implement a Facility Masterplan to help align SAMI`s programs. This has led to the opportunity to provide a Project Management/Construction Management (PM/CM) team (approximately 90 strong) to manage the design and construction of a major military industrial facility near Riyadh over the next 3-4 years.

 

Job Overview:

 

This position is for a Senior Mechanical Engineer who will provide oversight to the Design and build contractor for Fire Protection and Detection systems. The successful candidate must have strong organizational and teamwork skills, proven problem-solving abilities, can-do attitude, and the desire to innovate designs as well as solid experience in Fire Protection and Detection system design, including piping and instrument diagrams, hydraulic calculations, specifications, equipment selection data sheets and code interpretations, that incorporate the applicable design requirements.  This position is contingent upon project award.  

 

Position Responsibilities·    

 

·      Conduct and contribute to manage Fire Safety Compliance function to ensure compliance with applicable codes and standards.

 

·      Review and approve the design of Fire Protection (passive and active) Systems.

 

·      Provision of expert advice, clarifications and interpretations of relevant fire safety engineering codes, standards and policies, so these are implemented consistently and effectively to provide world class compliance with life safety codes for the facilities.

 

·      Coordination for the planning, execution, evaluation and improvement process of fire safety and Loss Prevention compliance audits.

 

·      Review contract drawings and specifications (including RFPs) for constructability and conformance to existing field conditions. ·        

 

·      Review fire hazards analyses, technical reports and helping studies·        

 

·      Provide technical guidance in the development of fire protection interpretations and equivalencies to the contract Fire Protection codes and standards.        

 

·      Participate in pre-award meetings, as appropriate.        

 

·      Attend post-award contract meetings, such as post-award kickoff meetings, preconstruction conferences, informal or formal partnering meetings, schedule acceptance meeting, design review meetings, weekly progress meetings, etc.        

 

·      Review contractor’s submittals for conformance with the requirements of the contract drawings and specifications. Review shop drawings, samples of materials and components, catalog information, certificates of compliance and provide technical responses to Requests for Information (RFIs) to assure contract compliance.        

 

·      Ensure requests for deviations or changes to any terms and conditions of the contract are organized and approved, as appropriate.        

 

·      Visit construction sites to monitor progress and assure the resolution of construction issues in a timely manner.        

 

·      Help the issuance of requests for proposal by assisting in finding needed changes and writing technical scopes of work.        

 

·      Provide technical help to the acquisition team for claims/disputes/terminations processing, negotiation and resolution.        

 

·      Assist with construction quality assurance. Witness acceptance testing of the various systems and structures as required.        

 

·      Evaluation and notification of any significant event or technical deficiency associated with subcontractor performance.        

 

·      Perform reviews on solicitation packages. Perform technical analysis on contractor cost proposals and assist in developing recommended negotiation positions.        

 

·      Perform and participate in remote 3D model design reviews as necessary with multiple design offices, ·        

 

·      Prepare and assess post award cost estimates.        

 

·      Perform technical analysis on contractor cost proposals. 

 

·      Provide technical guidance and knowledge transfer to young Saudi Engineers.

 

 

Basic Qualifications:        

 

Grade 25: BS degree in Fire Protection Engineering or equivalent, from an accredited university, with at least 6 years of relevant experience.        

 

Grade 26: BS degree in Fire Protection Engineering or equivalent from an accredited university, with at least 9 years of relevant experience.        

 

Relevant experience includes, but is not limited to, experience in Fire Suppression and Fire Detection system design and/or Fire Hazards Analysis, hydraulic system analysis, and fire protection specification development for waste processing, nuclear, refinery, power, or chemical process facilities·        

 

 

Minimum Qualifications:

 

·      Good experience and knowledge of related codes and standards such as Saudi building codes, IBC, OSHA, and NFPA.

 

·      Good knowledge and Experience in Fire Safety standards and procedures development, safety management systems, incidents investigation, risk assessments, and safety in design.

 

·      NFPA or equivalent recognized training and certifications

 

·      Proficiency in Microsoft office programs·        

 

·      Excellent communication skills (both verbal and written).        

 

·      Knowledge of industry and regulatory guides, codes, and standards (specifically NFPA), FM Global Loss Prevention Data Sheets, Society of Fire Protection Engineer’s Handbook, and various other industry standards ·        

 

·      Broad knowledge of the application of Fire Protection/Mechanical engineering design principles.        

 

·      Registered Engineer in the United States, Canada, UK or equivalent.        

 

·      Must be able to complete a pre-employment drug screen and background check.        

 

·      Must be able to obtain and maintain a Saudi Visa.        

 

·      Ability to obtain registration in the Kingdom of Saudi Arabia’s Council of Engineering.

 

Preferred Qualifications:        

 

·      Prior work experience in execution center environment and demonstrated flexibility in work assignments.        

 

·      MS degree in Fire Protection/Mechanical or related Engineering, from an accredited university.        

 

·      Experience working with procedures meeting quality assurance programs such as Saudi Arabian Standards Organization (SASO), ASME-NQA-1, or ISO-9000. ·        

 

·      Expertise in manufacturing or industrial plan setting·        

 

·      Knowledge of International Building code (IBC), and Saudi Building/Mechanical Code (SBC 201/501), and Saudi Fire Code (SBC 801) ·        

 

·      Knowledge of Bechtel Design guides and standards·        

 

·      Experience with fire modeling using Consolidated Model of Fire and Smoke Transport (CFAST) and Fire Dynamics Simulator (FDS), or similar·        

 

·      Previous experience working in the Kingdom of Saudi Arabia or the Middle East.        

 

·      Experience in facilities handling explosives/propellants ·        

 

·      Experience with an Electronic Document management system (ACONEX or similar)

 

·      Experience with Revit design tools.

 

·      A strong understanding of interfacing discipline requirements including architectural, civil, electrical and mechanical discipline.

 

·      Capable of reading and understanding design drawings, vendor design packages, specifications and apply industry standard best practices
