Project Summary:

Saudi Arabian Bechtel Company are providing Executive Programme Management (EPM) consultancy services (including technical, commercial and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.

 

NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centres, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders and companies will come to research, incubate, and commercialize new technologies and enterprises in ground-breaking ways. NEOM is a planned cross-border city in the Tabuk Province of North-Western Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel and Jordan. It will cover a total area of 26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea.

 

The Spine rail infrastructure will provide mobility to and between the cities within the development using high-speed and freight railway and serve the development with power, water and ICT infrastructure. Mobility using high-speed and freight railway is to be supplemented by Metro (Group Mass Transit) and Local People Movers to transport passengers within and between cities to the high-speed railway stations.

 

The NEOM Spine Railway and the NEOM Industrial City Connector (NICC) will comprise several individual lines: high speed rail lines, freight rail lines, Metro/GMT rail lines, depot rail lines and platform loops.

 

Summary

This position report to and supports the EPM Requirements and Configuration Manager in managing the configuration of all Spine & NICC Railway fixed assets and railway systems that are being executed by a multifunctional engineering design services contractor termed the Backbone Engineering Consultant (BEC) and other Design & Build Contractors. The Configuration Engineer (CE) will lead the configuration activities and production of the configuration deliverables. This position holder will oversee the development of the administrative processes, deployment and analysis of the technical configurations produced by the entities mentioned above and prepare the configuration model on behalf of NEOM. In addition, the CE will ensure the model is kept in step with the numerous and complex designs as they mature towards construction status. Working closely with the System Integrator and the engineering teams, the CE will also need to ensure the model correctly represents the railway’s assets and systems and take on board any technical changes during construction, systems installation, test and commission and hand over to the Operator / Maintainer. This will require that robust and systematic configuration management processes are put in-place in particular during engagement with the project’s engineering change management process.

 

Job Duties

  • Provide governance, advice, guidance to the project regarding the implementation and ongoing management of the project’s configuration system.
  • Through the development and implementation of surveillance activities, provide assurance to the project and that the project is compliant with the approved configuration management plans, procedure and processes.
  • Execution of the project’s configuration management processes and tools.
  • Breakdown of the designs into Configuration List Items and preparation and upkeep of NEOM’s configuration model during all phases of the project.
  • Representation at the Project’s Engineering Change Control Panel.
  • Technical management of the project’s configuration model.
  • Review of design submissions from engineering entities pertaining to Configuration Items (CI) throughout the project life cycle.
  • Coordinate the configuration management process with the project’s engineering requirements by supporting the definition and administration of the design configuration, CI(s) that include both hardware, and software.
  • Where required provide training and support for project technical staff and subcontracted entities on configuration technical and administrative matters.
  • Participate in Design & Implementation Gate reviews and ensure deliverables required for configuration management are submitted, reviewed, and accepted by NEOM.
  • Support change management activities affecting CI’s and assists in determining impact on interfacing parties.
  • Prepare / present periodic Configuration Management reports and Metrics to senior management relating to the status of the configuration work. This task includes Configuration Status Accounting.
  • Carry out technical configuration auditing on contractors / suppliers at the design and implementation phases of the project.

 

Position skills

  • Design and Implementation experience in related project environments.
  • Significant experience in configuration management, tools and processes, including developing Configuration Management plans, processes, policies, procedures and supporting project teams.
  • Experience of ensuring requirements, configuration activities and deliverables provide necessary objective evidence to support the project safety-cases.
  • Knowledge of systems engineering and approval processes and bodies.
  • Good understanding of project’s technical change review processes.
  • Working knowledge and application of Industry Standards such as BS/ISO 10007:2003, BS/EN 9223-101 to 105:2018 etc.

  • Must have excellent interpersonal skills, be a team player and have a knowledge sharing approach.
  • Analytical mind-set with excellent verbal/ written communication (interfacing with non-specialist technical team members).
  • Ability to solve problems by thinking laterally and be able to understand the needs and requirements of the client, engineering entities in order to provide planning / design / feasibility solutions in a multi -disciplinary / multi – sectional context.
  • Must be able to work within a multi-disciplinary, multi-cultural team and manage challenging multi-cultural relationships across a range of entities.
  • Must be self-driven and able to plan and execute work without direct supervision from senior management and/or peers.
  • Must be flexible and adapt to working in a demanding project environment, including the need to travel and work remotely if / when required.

 

Qualifications/Experience

  • University degree (B Eng. or equivalent) in an engineering related subject.
  • Desirable, membership or affiliation of a relevant institution.
  • Proven track record in leading the development and implementation configuration management technics preferably on major rail and infrastructure project, or alternatively in an oil & gas, aviation or nuclear environments.
  • Willingness to work in a collaborative environment involving the client and flexible enough to carry out various tasks related to Systems Engineering.
  • Minimum of 5-7 years or 9-11 years proven experience on railway projects including 3 years of experience in a design or implementation configuration engineering role or similar position.
