The Tasiast mine is an open-pit operation in northwestern Mauritania located within an extensive gold system that is largely underexplored. The mine is proceeding with an expansion that is expected to increase production and lower operating costs.
Reporting to the Supply Chain Director, lead the strategic, technical and operational stakeholder management to facilitate a new engagement path of collaboration and alignment with all stakeholders and contractors at Tasiast. Promote and ensure that all HSE requirements are considered and implemented in all the aspects of the duty performed.
Responsible for execution, support and administration of the TMLSA Business Partners Compliance Program and Contract Management compliance initiatives and other related performance activities regarding its Source to Contract.
Communicate company vision, mission and objectives and build strong working relationships with internal and external customers, ensure they deliver against their operational plans and that the plans remain aligned with overall operational strategy and technical guidelines, with industry best practices and with the Strategic Business Plans.
- Be the first point of contact for all contractors at the Tasiast Mine and responsible for building strong business partnerships with all contractors.
- Guide contractors through a transition to become value-adding business partners.
- Develop, establish, implement and maintain a contracting policy, procedures and systems. Monitor the adherence of these procedures within the organization, ensuring contractors are included in policy and training.
- Develop contractor plans and strategies based on department contracting requirements and provide regular progress status reports of all contracting activities.
- Provide specific focus and compliance to contract management and contractor activities with respect to Kinross standards for health safety and loss control, environmental management, external relations and local business initiatives and support.
- Support the site contractors in the design and development of processes, practices and methodologies in all areas, both technical and functional, with a view to maximize operational efficiencies and long-term value creation.
- Review of forecast and budget mine planning activities to ensure technical considerations aligned with contractor operational achievability.
- Ensure that short-term plans for all contractors on site are aligned to long-term plans and the Strategic Business Planning process and support development of the long-term mine plans.
- In collaboration with the Supply Chain Department ensure the continuous improvement and execution of Kinross Supply Chain policies and guidelines; is accountable for value-added, cost savings, and other performance metrics.
- Implement programs to enhance working relationships and communication processes to ensure achievement of leading practice project and operational contracting objectives.
- Contribute to the strategies and plans that will ensure the ongoing success of Kinross Tasiast and the realization of the company’s goals and priorities.
- Ensure contractors entering Tasiast Site are fully mobilized, orientated and enrolled in all safety Policies, Processes, and Practices.
- To ensure that all contract, casual labor and short-term works are carried out in accordance with all relevant safety standards and procedures.
- Ensure appropriate levels of supervising and controls are in place commensurate with hazards and risks associated with the work to be done, equipment, machinery or tools to be used and the location in which the work and activities will take place.
- Ensure the contractors provide competent and qualified labor to conduct the work.
- Ensure the contractors provide and employ, safe reliable tooling, equipment, and vehicles.
- Ensure the contractors use quality goods and materials in the pursuit of the work they conduct.
- Ensure both parties have full and consistent understanding of each party’s responsibilities and accountabilities.
- Ensure there are measurable KPI’s in place, and that the KPI’s are tracked and reported routinely.
- Ensure that when necessary, corrective measures are identified and implemented immediately
- Ensure that we provide a mechanism to report contract performance upstream
- Monitor and report on the implementation of the Kinross Compliance Program and Core Policies (including supporting and conducting training) for, among other things, alignment with applicable laws and identification of any areas of potential compliance vulnerability and risk. Report on recommended corrective action plans as required.
- Support and advise other functional groups (such as Human Resources, Finance/Internal Audit, Security, External Relations and Supply Chain) and site management teams with their functional/local policy and compliance initiatives, including functional/local implementation of the Corporate Compliance Program, and training, to ensure alignment and consistency with TMLSA and Corporate requirements and objectives.
- Support the TMLSA and Corporate Compliance and Supply Chain functions with appropriate due diligence on high-risk third parties, and ensuring third-party due diligence is conducted promptly and effectively. Assist the Manager, Supply Chain Governance with training on compliance requirements of the Supply Chain Policy.
- Lead content refresh for live training of employees (TMLSA and Business Partners) on Kinross ethics and compliance expectations, including conducting training workshops at sites.
- Maintain an awareness of new legislation, legal and compliance requirements, issues, best practices and trends impacting, or relevant to, the Company, and identify, recommend and/or support the development and implementation of appropriate action plans in response.
- Respond and give insight to Company personnel, including senior regional executives, who raise questions regarding compliance and ethics and provide advice and guidance on such matters.
- Manage, lead and participate in compliance-related projects for TMLSA in alignment with the Corporate Compliance function.
Education and Experience
- Any mining industry-related degree or equivalent qualification.
- Additional specialized education of up to 4 years including masters level degree or equivalent preferred
- Supply chain and Contract Management
- Strong history of managing multiple contracts/contractors simultaneously.
- Minimum of 8-10 years of related work experience, with experience in leading teams within the mining industry.
- Detailed knowledge of all phases of mining and the integration of the mining, milling, technical services and maintenance functions.
- Strong experience and knowledge around mining operations systems/procedures.
- Knowledge and experience in developing policies and procedures for the management of contractors in relation to safety, environment and contractual scope of work compliance.
- Strong understanding and focus on safety and safety systems.
- Previous responsibility for developing and executing operational and capital Budgets.
- Strong financial acumen
- Integrated vision/understanding of a mining organization.
- Strong projects or construction management background is an asset.
- West African experience is preferred but not essential.
- Team work, leadership, strategic thinking and integrity.
- Strong verbal and written communication skills, analytical and persuasive.
- Ability to interact effectively with all levels of employees and management.
- Language(s): Fluent English and French required, and Arabic will be highly regarded
This is an expat position with a relocation to Las Palmas doing 15 days on/6 days off rotation to site OR a 6 weeks on/3 weeks off FIFO
